Could I use calculator 'fx 991ms' in JSC exam
  -3
You can use general scientific calculator like fx-100ms.
See the 5th law of the back of your admit card.
But fx-991ms is officially forbidden since it is not general.
So if you use it then there will be problems unless the guard is not tight.

You can use the replica of fx-100ms. It has many function of its higher class calculator while the real one doesn't have
these functions. For example : constant value and conversation system.

You will not need fx-991ms and fx-100ms replica will be enough for you if you know the use of fx-100ms properly.
